Internal Staff Resources
Require irrigation with recycled water for common landscaping in single-family developments
Enable connecting common landscaping irrigation system to the source of recycled water once recycled water supply is available within 200 feet of the property line.
- Enabling measures are forward-looking
- Cost at new construction significantly less than retrofit
- Saving water also saves energy and reduces greenhouse gas emissions
- Potential to improve reliability of local water supplies
- No direct water savings associated with enabling measures

Require water neutral development
When new development is projected to exceed historical water use of a parcel, require the developer to offset new water demand by paying for installation of water efficient fixtures and fittings at existing properties elsewhere within the city.
- Saving water also saves energy and reduces greenhouse gas emissions
- Preparation for drought years
- Accommodates population growth without putting more strain on water supplies
- No statutory requirement for cost-effectiveness study or CEC approval
- Increased cost of new construction
