2019 Local Energy Ordinances

In preparation for the January 1, 2020 effective date of the 2019 Building Energy Efficiency Standards, the California Codes and Standards Reach Codes Program provides technical support to jurisdictions that wish to adopt a local energy ordinance (reach code). The program facilitates adoption and implementation of the code by providing resources such as cost-effectiveness studies, model language, sample findings, and other supporting documentation.

2019 Residential Retrofit Cost-effectiveness Study

The report below documents the results of the cost-effectiveness analysis for requiring upgrades to existing residential buildings.  The results include a package of cost-effective measures in each climate zone.  During the report development, the team identified several additional measure options which will be analyzed and added in 2020.

The cost-effectiveness analyses and reports below support ordinances that require residential new construction and nonresidential new construction projects to exceed the 2019 minimum state code requirements.

2019 Passive House Equivalency (Low-rise residential only)

This targeted analysis documents the performance of projects that meet minimum Passive House requirements as compared to the efficiency measure packages analyzed in the 2019 Residential New Construction Cost-effectiveness Study.  The scope is limited to newly constructed low-rise multifamily projects and is a collaborative effort between Passive House California (PHCA) and the Statewide Reach Codes Team.
